E-Filing Registration:  Required Steps

 


Attorneys who are members in good standing with the Eastern District of Virginia (EDVA) or with the EDVA U.S. Attorney's Office may register to file documents electronically.  Attorneys who are not members of the EDVA bar must associate with local counsel who are registered filing users in ECF.  Pro hac vice attorneys may not register as ECF filing users.  Pro se litigants are exempt from electronic case filing.

 

To register to file documents electronically with the EDVA via the CM/ECF system, you must take the following steps:

 

1.

Register for a PACER account at the PACER service center (if your office does not already have a PACER account).

 

2.

Familiarize yourself with the E-Filing Policies and Procedures manual. You need to follow the policies and procedures outlined in the manual when e-filing in EDVA.

 

3.

Pass the online, open-book, 25-question EDVA policies and procedures quiz.

 

4.

(a)  Print out and complete the ECF Certification Form.  Attach a photocopy of a government-issued photo id and then mail or deliver the completed ECF Certification Form and the photocopy of your photo id to the following address: ECF Certification, U.S. District Court, EDVA, Clerk's Office, 401 Courthouse Square, Alexandria, VA 22314-5798.

 

(b)  Register to e-file here.  (You may not register as an ECF filing user if you are not currently admitted to our court or not associated with the EDVA U.S. Attorney's Office.)   Note:  Once we have received your Certification Form and the photocopy of your government-issued photo id, we will process your registration within two business days. You will then receive an e-mail that contains your EDVA ECF login and password.

 

Please note that you will start receiving NEFs once you register.
