Electronic Document Submission System (EDSS)

Electronic Document Submission System (EDSS) is a service that may be used by pro se (self-represented) parties who would like to electronically submit documents in civil cases for filing by the Clerk's Office as an alternative to mailing or bringing the documents to the courthouse.  Please review the EDSS Manual for more information and a complete list of the conditions and requirements for using this service.

Notes: 

  • New cases cannot be processed in EDSS and must be mailed or brought to the courthouse.
  • Only civil filings for the United States District Court for the Eastern District of Virginia can be submitted on this page.
  • This page cannot accept filings for Virginia State Court matters.
  • This page is not for submissions for the United States Bankruptcy Court.

Your use of EDSS signifies agreement with the following:

  1. I am intending to file the submitted document(s) with the U.S. District Court for the Eastern District of Virginia.
  2. I understand that the submitted document(s) will not be considered filed with the Court until the document(s) have been added to the electronic docket. 
  3. I have signed the attached document(s).  
  4. I understand that all submitted documents must comply with all appropriate Local Rules.
  5. I understand that by using EDSS, I am consenting to receive electronic communication about my submission using the email address provided, and I will promptly notify the Clerk's Office if my contact information changes.
  6. I have reviewed and understand the EDSS Manual, and I agree to comply with its terms and conditions.  I understand that my ability to use EDSS may be terminated for non-compliance or abuse in the discretion of the Court. 
  7. I understand that if I want to receive electronic notification of all electronic docket entries and filings in my case, I must register separately for that service by completing this form and submitting it to the Clerk's Office, and I must also register for a PACER account.
