Electronic Document Submission System (EDSS) - COMING SOON, EFFECTIVE April 15, 2026

COMING SOON:

Effective April 15, 2026, the United States District Court for the Eastern District of Virginia will introduce the Electronic Document Submission System (EDSS), a service that may be used by pro se (self-represented) parties who would like to electronically submit documents in civil cases for filing by the Clerk's Office.  Electronic submission serves as an alternative to mailing or bringing the documents to the courthouse but is not required. EDSS will be accessed via a link on the Court’s website, www.vaed.uscourts.gov, under the Resources/Pro Se Litigant information tab. 

SYSTEM FEATURES: 

  • New cases may not be processed or opened in EDSS. Pro se litigants may only file new cases by mail or in person at the courthouse. 
  • EDSS is only available for use by Pro se litigants. Parties represented by counsel must file documents through counsel electronically via the Court’s Case Management/Electronic Case Filing system (CM/ECF) or by any other method approved or directed by the Court. 
  • Incarcerated litigants are not permitted to use EDSS. 
  • Documents may not be submitted under seal through EDSS. 
  • Only civil filings for the United States District Court for the Eastern District of Virginia can be submitted.
